Chapter 5 - THE BUYER HAD ANOTHER REASON

Blackwater Harbor Development wanted the land for more than highway access.
Emily learned that through the Navy.
That complicated everything.
Once she disclosed the buyer name, Commander Ward immediately referred the matter to legal counsel and contracting-integrity staff because Blackwater had recently bid on naval infrastructure work.
Emily recused herself from any official review.
Important.
Necessary.
Painful.
She did not want anyone later saying she used military authority to punish a company involved in her family dispute.
The internal procurement office found no evidence that Emily had influenced Blackwater’s prior rejection.
Different team.
Different scoring.
Good.
Then federal investigators reviewing Blackwater’s bid discovered something odd.
The company had attached a future-transport map showing access through Cedar Point.
Through Emily’s land.
At the time of bidding, Blackwater did not own or control that land.
But its proposal described the corridor as “secured private access pending final conveyance.”
Secured.
Months before Harold claimed the sale was a sudden solution to Rachel’s debt.
Emily felt cold.
Someone had been negotiating much earlier.
Bank records later showed Hart Family Management LLC was formed seven months before the assault.
Rachel’s financial crisis had worsened only three months earlier.
So the plan did not begin as rescue.
It began as opportunity.
Harold had been talking to Blackwater long before Rachel needed money.
Why?
Because Martin Cole had promised him a consulting fee after closing.
