Chapter 17 - THE PRICE OF RESTITUTIONThe Vance payroll center occupied three underground floors beneath a data facility in New Jersey.

Rose controlled the internal network.

Rebecca controlled the legal access.

Marian controlled the archive.

Evelyn controlled the fund.

Northstar had designed power so no one could act alone.

At last, the structure was working exactly as intended.

Hale coordinated federal teams outside the facility while Evelyn, Marian, and Rebecca entered through the employee entrance. Henry remained in Manhattan under guard. Celia monitored the restitution accounts remotely.

Rose waited in the main server chamber.

Victoria stood beside her.

Alive.

Bruised, exhausted, but unrestrained.

Evelyn stopped.

“Why is she here?”

Rose answered.

“Because she found Richard’s archive.”

Victoria held up a steel cartridge removed from the motel vending machine. Inside were encrypted recordings showing that Richard had maintained a private list of judges, doctors, and trustees who could reactivate Northstar under a different name.

“He called it Meridian,” Victoria said.

Evelyn remembered Port Meridian.

The company had not been a container.

It had been a bridge.

Rose wanted to transfer the Vance payroll funds before releasing Meridian’s names publicly. The money would compensate families Northstar had erased.

“You cannot repair theft by taking wages,” Evelyn said.

“Those employees work for the company that transported patients, records, and shell payments.”

“Most never knew.”

“Neither did you.”

The words struck.

Evelyn did not retreat.

“Then punish me.”

Rose’s expression shifted.

“Do not make yourself noble.”

“I am not. I am making the liability accurate.”

Evelyn placed a signed document on the console.

She offered her entire personal interest in the Harbor Route restitution trust, plus the dividends she would receive from Vance Logistics for ten years.

The amount exceeded the payroll transfer.

Rose read the figures.

“This preserves your company.”

“It preserves workers who did not build Northstar.”

“And your chair.”

“I will resign after the transfer is secured.”

Marian turned.

“Evelyn.”

She did not look at her mother.

“The fund cannot remain a family throne.”

Rose studied her.

“You would give it up?”

“Yes.”

“Because you are guilty?”

“Because no one should control this much through a name.”

For the first time, Rose’s anger had nowhere simple to land.

Rebecca whispered, “The countdown is at four minutes.”

Rose looked toward Victoria.

“Upload Meridian.”

Victoria inserted the cartridge.

Nothing happened.

The server rejected it.

A message appeared:

SECOND AUTHORIZATION REQUIRED — R. VANCE.

Richard had built the archive so only he could release it.

Hale contacted the prison.

Richard agreed to provide the code under one condition.

He wanted a live conversation with Evelyn and Rose.

His face appeared on the server wall.

He looked from one sister to the other.

“This is better than I imagined.”

Rose raised the gun she had hidden beneath her coat.

“Give us the code.”

Richard smiled.

“You think you are the daughter they discarded. Evelyn thinks she is the daughter they deceived. Neither of you understands.”

“Understands what?” Evelyn asked.

“Marian did not have twins.”

The room went still.

Marian’s face changed.

Richard continued.

“She had one daughter. Rose.”

Evelyn looked at her mother.

Marian said nothing.

Richard leaned closer to the camera.

“Evelyn was a Northstar child placed into the Miller family after the fire.”

“No,” Henry’s voice came through Hale’s channel.

Richard laughed.

“Ask him why the birth certificates match. Ask Marian why genetic authentication requires two profiles instead of a twin match.”

Rose stared at Evelyn.

The countdown reached two minutes.

Marian finally spoke.

“Richard is telling part of the truth.”

Evelyn felt the floor disappear.

“You are not twins,” Marian said.

“Then who am I?”

Marian looked at her with grief that had waited decades.

“You are Celia Ward’s daughter.”

Every screen in the room went black.

The payroll countdown continued in red.

One minute.

And from the darkened speakers came Celia’s voice.

“Evelyn, do not let them open Meridian.”
