Chapter 3 - THE WOMAN WHO SIGNED HER CHILD AWAY
The fire destroyed bedrooms, files, and the security system. Investigators found no bodies, but the staff had vanished.
Victoria denied knowing the property was still in use. Her foundation, she said, had sold it five years earlier to Hearthwell Behavioral Services.
Corporate records showed Hearthwell was owned through three shell companies. The final beneficiary was hidden.
Victoria produced something more damaging than a denial: a notarized surrender agreement signed by Rachel Brooks eight years earlier. In it, Rachel admitted addiction, transferred Lily into private guardianship, and asked her family never to contact her.
Daniel recognized his sister’s signature.
He also knew Rachel had been investigating the Sinclair Foundation before she disappeared. She believed wealthy donors were using sham foster-care payments to move money and children through unlicensed homes.
At the time, Daniel was a rookie officer. Rachel asked him to retrieve vehicle registrations for her. He refused because it was illegal.
Three days later, she vanished.
Victoria released the surrender document to the press. She portrayed Daniel as a grieving brother exploiting a vulnerable child to revive an old accusation. The public video of him staring at the chalk portrait made her story believable.
Internal Affairs examined whether Daniel had coached Lily. He was placed on administrative duty.
The notary who witnessed Rachel’s agreement, Samuel Keene, confirmed the signature under oath. He remembered Rachel appearing frightened but lucid.
Forensic testing showed the paper and ink were eight years old. It was not a recent forgery.
Then Ortiz noticed the notarial stamp. Its commission number belonged to Keene, but the seal contained a tiny star added after his renewal.
The agreement was dated four months before that renewed seal existed.
Keene had backdated the document.
Before police could arrest him, he disappeared.
Lily watched his photograph on the hospital television. She seized a black crayon and drew a square building with three narrow windows.
Below it, she drew the necklace again.
