Chapter 9 - THE ACCESSIBILITY REVIEW
The city did not automatically award the contract to another bidder.
Nor did it automatically disqualify Mercer forever.
Procurement suspended evaluation of Mercer’s accessibility score pending clarification.
The city asked Naomi:
“Did you certify the current design?”
“No.”
“Did you authorize the signature?”
“No.”
“Did you perform any later review?”
“No.”
She provided:
the original memo,
her engagement agreement,
email correspondence,
and withdrawal notice.
The problem became document integrity.
Mercer’s outside counsel investigated.
What happened?
A junior proposal manager reused an older template.
Then Blake’s operations team revised language.
Then Julian’s finance team approved the final bid package.
No one paused to obtain Naomi’s updated signoff.
Why?
Because everyone assumed:
She already reviewed the project.
Close enough.
It was not close enough.
The city procurement office had a narrow concern:
Can the submitted representation be relied upon?
Not:
Is Blake a bad person?
Not:
Is Naomi inspiring?
Procurement is boring on purpose.
The city’s lawyers separated:
document validity,
consultant authorization,
design compliance,
and bidder responsibility.
Naomi appreciated the boredom.
It forced everyone to stop treating the problem as family drama long enough to ask what the document actually said.
Mercer’s outside investigator interviewed the junior proposal manager first.
She was twenty-seven.
Terrified.
“I used the template from the foundation project.”
“Who told you?”
“No one. It was the current template.”
“Did you know the signature was old?”
“I knew it was embedded.”
“Did you know it required new approval?”
“I thought operations handled consultant approvals.”
Blake had approved the language.
Julian approved the package.
Adrian had seen Naomi’s name.
Responsibility distributed upward.
The youngest employee was not turned into a scapegoat.
That mattered to Naomi too.
Blake wanted the investigation to blame process.
He said:
“Fix the template.”
The investigator answered:
“We will.”
Then:
“But templates do not shout at consultants when they withdraw consent.”
Blake looked away.
