Chapter 3 - THE FARM WAS NEVER THE ONLY TARGET

Clara believed the fight was about her farm until Elena Park called her two nights after the hearing.
“I found the other notices.”
Clara sat up.
“What notices?”
Elena whispered:
“Condemnation drafts.”
“How many?”
Silence.
“Twenty-three.”
Clara went cold.
Twenty-three properties.
Most were farms.
A few were old family homes.
All sat along the proposed North Corridor industrial zone.
The same corridor backed by Conrad’s largest political donors.
The same area tied to the debt-fund step-in rights.
Clara asked:
“Were they all delinquent?”
“No.”
“Unsafe?”
“No.”
“Then why drafts?”
Elena’s breathing changed.
“Because the dates are blank.”
Prewritten condemnation notices.
Waiting for triggers.
Clara understood.
The council vote against her had not been about one difficult farmer.

It had been a test.
If Conrad could seize Hayes Farm cleanly, the rest would follow.
