She gave Clara access logs showing several condemnation drafts were created from Conrad’s executive account before engineering inspections occurred.
She also found payment records.
A consulting firm called Dorsey Civic Solutions received $420,000 over three years for “redevelopment feasibility.”
Councilman Dorsey owned it.
No competitive bid.
No meaningful reports.
Just invoices.
Clara stared.
“So Dorsey gets paid to recommend redevelopment.”
“Yes.”
“And then votes for it.”
“Yes.”
“Did anyone disclose that?”
