Chapter 7 - THE VOTE THAT FAILED

The council reconvened under emergency public scrutiny.
Conrad tried to control the room.
Couldn’t.
The black folder had spread.
State investigators attended.
Bond counsel attended.
Three reporters from outside the county attended.
Clara sat in the front row with a new inhaler in her pocket.
Conrad never looked at it.
Dorsey moved to approve the Hayes condemnation anyway.
No second.
Silence.
Then Councilwoman Grace Keller spoke.
“I withdraw support.”
Another member followed.
Then another.
The resolution died.
Conrad’s face hardened.
Clara felt no triumph.
Only air.
