The state ordered Little Steps closed temporarily.
Three days.
Not forever.
Emergency retraining.
Hardware inspection.
Incident-report audit.
Parents panicked.
Some withdrew children.
Most did not.
Natalie was suspended from direct operations during review.
An interim director took over.
The center reopened.
That surprised Rachel.
She had expected:
scandal,
closure,
ruin.
Reality was messier.
Little Steps had twenty-two employees and eighty families.
Destroying it would hurt people who had nothing to do with Natalie’s choices.
The licensing agency imposed:
probationary monitoring,
staff reporting protections,
mandatory safety audits,
external compliance supervision.
Natalie could remain owner.
But not sole operational director for at least one year.
That was punishment she understood.
