Forensic accountant Priya Shah reviewed $186,400 in payments.
Her first finding disappointed Danny.
A lot of it was legitimate.
Documented tutoring:
$22,800.
Outdoor programs:
$13,600.
Academic support:
$19,200.
Family-transition coaching:
at least $12,400.
Administrative work:
some amount supportable.
CYRI employed:
two tutors,
one part-time counselor,
a swim instructor,
an administrator.
Payroll existed.
Rent existed.
Insurance existed.
Rachel was not billing a ghost company.
Priya estimated clearly supportable services:
approximately $91,000.
Potentially legitimate but overpriced or poorly documented:
$34,000 to $42,000.
Clearly unsupported, duplicate, or falsely certified:
approximately $48,000 to $56,000.
Danny said:
“So she didn’t steal one eighty-six.”
“No.”
“Then what did she do?”
Priya answered:
“She built a real service business, then used family access to stretch what the trust would pay.”
That sentence was more disturbing than fraud from nothing.
The system looked normal because much of it was.
Priya also found expenses that looked suspicious but were not.
A $7,200 “outdoor resilience” block included:
camp fees,
two certified guides,
transportation,
insurance,
and equipment.
Supportable.
A $4,900 family-transition program included a licensed counselor subcontractor.
Supportable.
A $3,100 reading assessment looked high.
But it involved standardized testing and a specialist report.
Supportable.
Danny initially became frustrated every time another charge survived review.
Grace stopped her.
“You do not want everything to be fake.”
Danny stared.
“Why?”
“Because if everything is fake, the case is easy but the history of Haley’s improvement becomes a lie too.”
Danny looked at Haley’s school reports.
Haley really had improved.
Some people had really helped her.
The goal was not to erase every good thing because Rachel later crossed lines.
The goal was to separate:
real help,
expensive help,
poorly documented help,
and false billing.
