Chapter 10 - SAMUEL VOSS
Samuel Voss was sixty-three.
Former deputy mayor.
Polished.
Charitable.
Never charged.
He denied knowing Adrian Mercer.
Then Ryan showed payments.
Voss called them:
security consulting.
“Security for what?”
“Properties.”
“What properties?”
Voss’s attorney interrupted.
Then federal agents arrived.
The old corruption case involved federal infrastructure funds.
Ryan did not love losing control.
But he needed resources.
Financial subpoenas showed:
Hawthorne Civic paid Adrian for eight years.
Not to kidnap witnesses originally.
At first:
document recovery,
surveillance,
intimidation.
Then Victor Hale reappeared two years ago after quietly investigating Derek Mercer’s death.
Adrian abducted him independently.
Voss discovered it.
Instead of reporting him, Voss began paying Adrian to keep Victor silent.
That was the moral collapse.
Adrian started believing he was avenging Derek.
Then became useful to the men who benefited from Derek’s death.
Ryan said:
“He became their prison guard.”
Robert nodded.
Then financial records showed one more payment.
$500,000 scheduled for release when:
H.W. RESOLVED.
Ryan stared.
H.W.
Hale / Walker?
No.
Hale Witnesses?
Then a message from Adrian to Voss:
REED HAS IT. WALKER MAY TOO.
Voss replied:
NO POLICE BODY.
Meaning:
do not kill Michael?
Possibly.
Then Adrian:
THEN YOU HANDLE WALKER.
Voss had no plan to protect Ryan.
