Chapter 4 - GHOST MEALS
Jenna described a routine.
Not every voucher recipient was refused.
Families who looked “respectable” were often seated.
Elderly people with neat clothing.
Parents with clean cars.
Children in school uniforms.
But people Frank judged as:
dirty,
homeless,
addicted,
“trouble,”
or likely to bother paying customers—
he pushed away.
Sometimes verbally.
Sometimes by threatening police.
Then, according to Jenna, he kept the voucher number.
Later he entered a community meal into the POS.
What happened to the reimbursed food cost?
The restaurant received reimbursement through Harbor Street’s monthly settlement.
Was that enough to make Frank rich?
No.
The average reimbursement was modest.
Thousands over time, not millions.
The motive was partly money.
Mostly image.
Miller’s Family Kitchen promoted itself at neighborhood meetings as:
“feeding anyone who needs a plate.”
That reputation helped:
local awards,
charity partnerships,
church catering,
community events.
Frank wanted charitable status without charitable customers in the dining room.
Jenna quoted him:
“I like the program. I don’t like the clientele.”
Then she admitted something uncomfortable.
She entered ghost meals too.
Daniel asked:
“Why?”
“Because he told us to.”
“Did you know it was wrong?”
“Yes.”
“Why keep doing it?”
“I needed the job.”
Not absolution.
Context.
Then she described a handwritten incident book behind the register.
Anyone Frank removed from the restaurant went into the book.
Labels:
aggressive,
intoxicated,
soliciting,
refused to leave,
disturbing guests.
Jenna said:
“Half the time they just asked about meal cards.”
If true, those labels created a second system.
Frank was not merely refusing people.
He was manufacturing a record that justified refusal later.
Then Officer Reed obtained the incident book through proper process.
Margaret Wilson appeared.
Entry written the day of the assault:
ELDERLY FEMALE + 3 CHILDREN.
DEMANDING FREE FOOD.
BECAME AGGRESSIVE.
REFUSED EXIT.
Time:
12:06 p.m.
Police dispatch showed Officer Reed arrived at 11:48 a.m.
