Chapter 6 - THE CAMERA DID NOT SEE EVERYTHING
The pharmacy camera became famous locally.
People started calling it:
“the camera that caught Frank.”
Officer Reed disliked that.
The camera did not catch four years.
It caught six minutes.
It showed:
Margaret entering,
Frank confronting her,
the card falling,
Frank retrieving it,
Margaret shielding the children,
the rolling-pin strikes,
Officer Reed arriving.
It did not show:
the POS entry,
the old incident book,
the ghost meals,
the earlier refusals,
the culture inside.
Emily asked Officer Reed:
“So if there wasn’t a camera, Grandma would lose?”
“No.”
“Would people believe her?”
Daniel paused.
“Some would.”
She looked at him.
“That’s not the same.”
He knew.
Then the restaurant’s interior camera system became relevant.
Frank claimed it had been broken for months.
The vendor confirmed:
three interior cameras had malfunctioned intermittently.
But one kitchen camera still stored short clips.
Investigators recovered no clear footage of Margaret’s assault because it happened near the door outside its angle.
Good.
No magic second camera.
However, the kitchen archive showed a different behavior.
Frank repeatedly told employees to prepare community meals.
Then sometimes staff placed those meals in the employee-break area.
What happened?
Some were eaten by employees at shift end.
Some thrown away.
Why prepare them if voucher recipients were gone?
Because reimbursement rules required food-service cost.
Frank apparently believed making a meal, even if not delivered to the designated recipient, made the claim defensible.
That was not how the program worked.
Then an employee clip captured Frank saying:
“Ring the blue one. They left.”
Jenna’s voice:
“They didn’t get anything.”
Frank:
“They could’ve stayed.”
That clip did not involve Margaret.
It involved another household.
But it corroborated the method.
Then Frank’s attorney changed strategy.
He no longer claimed ghost meals never happened.
He claimed:
May you like
“Program administration was sloppy, not fraudulent.”
That distinction would become central.
