The sanctuary board did have concerns.
Real ones.
Claire had delayed:
two vendor renewals,
one staff evaluation,
one insurance review.
She had also rejected a boarding partnership without fully reading the financial analysis.
Why?
Because the company had a poor animal-care reputation.
She was probably right.
But process mattered.
Margaret Cole told her:
“Good instincts are not the same as governance.”
Claire listened.
That sentence hurt.
Because it was true.
Linda’s scheme did not create every concern.
It exploited real ones.
