Melissa Vaughn agreed to an interview.
She was not Rachel.
Important.
She defended Harbor Ridge.
“We do not accept children based on a relative’s request alone.”

“Would Emma have been admitted?”
“Only after evaluation.”
“Did you know Rachel was building the referral?”
“Yes.”
“Did you encourage it?”
Melissa hesitated.
“I told her what documentation insurers and trusts usually require.”
That was normal in referral development.
Then Maya asked:
“Did you expect Harbor Ridge to receive trust payments?”
“Yes.”
“Would your compensation change?”
Melissa looked uncomfortable.
She received a quarterly bonus tied partly to census and revenue.
There.
Financial incentive.
But not proof she wanted Emma harmed.
Then emails surfaced.
MELISSA:
Need stronger functional impairment if trust is paying residential rates.
RACHEL:
I’m documenting everything.
MELISSA:
Do not exaggerate. We need defensible records.
Important.
Melissa actually warned her.
Then:
RACHEL:
She melts down daily.
Melissa:
Clinical support?
Rachel:
Working on it.
Rachel had gone further than Melissa requested.
