Dr. Carter’s report became important because it was not based only on the haircut.
She documented:
Emma’s immediate fear response to Michael.
Her statement that Linda cut her hair despite protests.
Her statement that Michael approved.
The existence of prior “punishment routines.”
Rachel’s concern about threatened residential placement.
Child welfare did not treat the haircut as a felony catastrophe.
No severe injury.
But coercive punishment and emotional harm mattered.
Temporary safety plan:
Linda had no unsupervised contact.
Michael could not use physical punishment.
Emma remained with Rachel pending family-court review.
Michael protested.
“She’s my daughter.”
The caseworker answered:
“Yes.”
