Chapter 20 - THE MEETING RACHEL NEVER LEFT
Dana’s team located the site where Rachel planned to meet Owen: an unused records annex leased by Commonwealth.
Security footage showed Rachel entering with a small evidence case. Owen followed. Martin arrived twenty minutes later through a loading entrance.
No video showed Rachel leaving.
Agents obtained a warrant while the bank’s attorneys argued that the annex held privileged records. Inside, they found Rachel’s broken phone and blood on a desk. Laboratory analysis later confirmed it was hers, but the amount did not establish a fatal injury.
A freight elevator descended to a service tunnel connecting the annex with Commonwealth’s central cash facility. Its access log had been erased.
Owen contacted Dana through counsel. He claimed Rachel struck him, took his badge, and escaped into the tunnel after Martin offered her money for the evidence. Martin denied attending and said footage showing him was digitally altered.
Location data from his hidden second phone placed him at the annex.
Owen surrendered. He admitted tracking Rachel and Peter for Commonwealth. He had followed Peter before the fatal crash but denied altering the vehicle. He said Nolan handled “pressure operations” while Martin approved budgets without written detail.
Again, the evidence showed surveillance and obstruction, not yet homicide.
Rachel’s evidence case was missing. Owen said she never brought the cash lot.
“She told Martin it was already walking into the bank,” he said.
The bag Eli carried therefore contained the fourth lot—cash and whatever Rachel had hidden inside its straps.
Dana warned Melissa that Martin might attempt to seize it under the claim of recovering stolen bank property.
